JoAnn Birrell was honored and humbled to take the oath of office for her fourth term as County Commissioner on December 30 2022, joined by her husband Dave — her #1 supporter.
A 30-year resident of Cobb County, JoAnn has spent decades giving back to the community she calls home. She has devoted her time and talents to organizations including Keep Cobb Beautiful, the Neighborhood Safety Commission, the McCleskey/East Cobb YMCA, the Northeast Cobb Business Association (NCBA), and the Cobb Veterans Memorial Foundation.
JoAnn is an ardent supporter of public safety, veterans, and economic development. As a public servant, she is a steadfast and responsible steward of taxpayer dollars, always focused on protecting families, neighborhoods, and the financial well-being of Cobb County residents.
Throughout her service on the County Commission, JoAnn Birrell has earned a reputation for integrity, stability, responsiveness, and experience — along with a steady, common-sense voice of reason. Her deep knowledge of county government and consistent leadership have made her a trusted advocate for District 3.

JoAnn and her husband Dave are members of the Catholic Church of St. Ann in Marietta, where they serve as Extraordinary Ministers of the Eucharist and volunteer with Meals on Wheels, continuing their lifelong commitment to faith, service, and community.
They are elated and proud grandparents to their beautiful grandkids!
